At Steeplechase, an active-adult neighborhood within the Churchill Club development in Oswego, homeowners can fence the backyard.  The fence has to be wood, and it cannot be taller than 5 feet.  Homeowners must do their own landscaping work, which keeps down costs, according to Kathy Hoshor, vice president of marketing at developer Town & Country Homes in Lombard.
